I am commanded by the Army Council to refer to your letter numbered 53852/38 of 14th July, forwarding a copy of a despatch from the Governor of Hong Kong, together with a copy of a personal letter from Sir Geoffrey Northcote, regarding the possibility of negotiating with the Chinese Government for the sale to the British Government of the New Territories of Hong Kong or for an extension of the present lease.

In reply I am to acquaint you, for the information of Mr. Secretary MacDonald, that the Council agree to his suggestion that the matter should be considered at an inter- Departmental meeting as soon as possible.
